CONWAY, Ark. (KTHV) – A University of Central Arkansas student is released on bail after being arrested for raping a student after a fraternity party.
According to an arrest affidavit from the Faulkner County prosecuting attorney’s office, Michael Andrew Zeher, 18, is facing rape charges stemming from an incident at his dormitory.
University police responded the Bear Hall around 1:30 Friday morning in regards to a possible sexual assault on the 4th floor.
A friend of the victim said Zeher escorted the victim from a party at the Sigma Tau Gamma house to the dorm where they both reside because the victim was intoxicated and not feeling well. The friend said Zeher’s roommate sent her a message on snapchat that Zeher was having sex with the victim.
The victim told police Zeher forced his penis inside of her.
While at the University of Central Arkansas Police Department, officers interviewed Zeher who agreed to speak to them without an attorney present. According to the affidavit, after signing his Miranda Rights form Zeher admitted to having sexual intercourse with the victim for approximately five to ten minutes.
Zeher said the victim was “incoherent” at the time when he took her clothes off, had sex with her, put her clothes back on and put her on his bed.
Officers asked him why he did it if he knew it was wrong. Zeher said he liked her for a long time and that he “had feelings for her.”
Zeher told police the victim nodded “yes” when he asked her if she was okay with what they were doing. Police said Zeher admitted he did not think that the head nod was sufficient consent given by the girl to have sex with her.
ASHEVILLE, N.C. (WSPA) – A North Carolina teen is accused of kidnapping and statutory rape of a 12-year-old girl, according to the McDowell County Sheriff’s Office.
Dylan Evan Smith, 18, of Asheville, is charged in the case.
Warrants say Smith “unlawfully, willfully and feloniously did kidnap (a 12-year-old female acquaintance) … by unlawfully removing the victim from one place to another, without the consent of the victim’s parent or legal guardian, and for the purpose of facilitating the commission of a felony, statutory rape.”
The Sheriff’s Office says they received the case from the McDowell County Department of Social Services.
Smith is charged with statutory rape and kidnapping.

A Bessemer teen is behind bars on more than a half million bond, accused of committing a dozen crimes ranging from rape to animal cruelty.
Treveon Deshawn Weaver, 19, was arrested Aug. 9, according to court records recently made public. He is charged with three counts of second-degree assault, three counts of first-degree robbery, two counts of first -degree kidnapping, and one count each of first-degree rape, first-degree sodomy, first-degree burglary and cruelty to animals.
Weaver is being held in the Jefferson County jail with bonds totaling $540,500. He already was awaiting trial on a burglary charge out of Midfield from 2016.
His lawyer, Fred Pickard, said Tuesday that Weaver maintains his innocence and Weaver's mother agrees.
"I know the character of my children, and I know he didn't do this,'' said Shuntay Gary.
Bessemer police have not released any details about the incident, which court records indicate happened on July 22. The victims are a couple in their early 40s, and records portray a series of brutal crimes.
Charging documents state that Weaver entered the couple's home armed with a gun. While in the course of committing the theft of two cell phones, he knocked out two teeth of the family's dog and assaulted both the man and the woman. Details of their physical injuries weren't made available.
In addition, the woman was raped and sodomized, court records state.

TULSA, Oklahoma -
An 18-year-old Tulsa man is charged with child sexual abuse after a girl told police he sexually assaulted her starting when she was 7 years old. 
William Norfleet was arrested in Rogers County where police say he's a nursing student at Rogers State University.
Police say they became aware of the abuse in July 2017, when the now 13-year-old girl told a relative. An affidavit says the girl told officers she and Norfleet first had sexual contact during a truth or dare game then he had sexually assaulted her on a regular basis.
Investigators said the girl was "very detailed in her disclosure" and told them the contact took place about twice a month. 
The affidavit states Norfleet was interviewed by a child crisis detective and he denied most of what the girl said. He told police he and the girl had regular conversations of a sexual nature, and that she had performed oral sex on him twice, the affidavit said.
During a break in the interview, police said Norfleet sent a text message to his mother.
Detectives got a search warrant for his cell phone and quoted what they said was contained in the message in the affidavit of probable cause. Norfleet reportedly apologized to his mother but denied many of the girl's claims, saying she requested sex and blackmailed him for years, records show.

A grand jury met this week in Logan County Common Pleas Court and returned rape, child pornography and other sex charges against Layne D. Williams, 18, of Bellefontaine.
He was arrested in mid-August after the 14-year-old Huntsville girl went to Mary Rutan Hospital with her mother to report the sexual assault. The victim was later taken to Nationwide Children’s Hospital’s Advocacy Center which has trained staff to work with children who have been sexually abused.
The girl, who was in the city visiting a friend, was provided with illegal drugs by the suspect and then sexually and physically assaulted inside his 208 W. High Ave. residence.
The full list of charges against Williams includes two counts of rape, first-degree felonies; two counts of illegal use of a minor in nudity-oriented material, second-degree felonies; pandering obscenity involving minors, a second-degree felony; corrupting another with drugs, a second-degree felony; and unlawful sexual conduct with a minor, a fourth-degree felony.

JANESVILLE -- A Beloit teen convicted of what a prosecutor called "monstrous acts" of "absolute savagery" in the rape of an 86-year-old woman was sentenced to 15 years in prison.
“This is a high-risk monster," Assistant District Attorney Rich Sullivan told the court. "If this doesn't call for a maximum sentence, we might as well not have maximum sentences.”
Sullivan described how Christopher E. Brooks Jr. raped the woman, forcing her into sexual acts and biting her deeply, leaving behind his DNA, on July 23, 2016.
Then he demanded money, and when she couldn't produce any, he beat her savagely with her own cane, Sullivan said.
The woman is small, less than 5 feet tall, and could not fight back, so she feigned unconsciousness, and Brooks left, Sullivan said.
The 87-year-old woman, “tough as nails,” insists on remaining in her house, where she has put a throw rug over a stubborn carpet stain from the assault and has installed a security system, Sullivan said.
The woman is hard of hearing, so the security system sounds a loud alarm as she enters each room, and she must re-set it, Sullivan said.
The woman knew Brooks as he grew up and would give him money when he carried groceries into her house, Sullivan said.
The woman decided not to ask for restitution, Sullivan said.
“I hope he was on something,” the woman told Sullivan, and he was, alcohol and marijuana, Brooks admitted.
But Sullivan said that when asked why he attacked the woman, Brooks said he didn't know, he wasn't sexually attracted to her, he hit her out of frustration, and it “just happened.”
Those remarks show his cavalier attitude about the crime and that he is a danger to society, Sullivan said.
Brooks has admitted to binge drinking and having 20 sexual partners and behaviors “that are certainly not limited by social norms,” Sullivan said.
Morse said Brooks is still a child, and she noted brain research shows teenagers do not have the reasoning abilities or impulse control of adults. Brooks was 15 at the time of the crime.
Morse cited the words of U.S. Supreme Court Justice Anthony Kennedy in the 2005 case Roper v. Simmons, in which the court forbade the death penalty for juveniles.
Juveniles should be treated differently from adults because they lack maturity and have “an underdeveloped sense of responsibility,” Kennedy wrote, making it “less supportable to conclude that even a heinous crime committed by a juvenile is evidence of irretrievably depraved character.”
Morse noted Brooks has trouble expressing himself, which she said explains what Sullivan called his “cavalier” attitude about the crime.
Morse cited research that indicates juvenile sex offenders rarely commit that crime again. She noted he will be punished by being a felon and having to register as a sex offender for the rest of his life.
Brooks was charged with burglary while committing battery, aggravated battery of an elderly person and second-degree sexual assault with use of force. The first two charges were dismissed, and he pleaded guilty to the last charge as part of a plea agreement.
In Charlottesville court, a woman quietly described being pushed to the floor and raped by her then-boyfriend.

Matthew Buckland, 21, of Ruckersville, faces a slew of charges from three different jurisdictions, including a charge of raping his former girlfriend in Charlottesville. 

Not once looking at Buckland during her testimony, the alleged victim — identified in court as R.R. — said she and Buckland’s relationship was “not great” at the time of the attack in March 2016.

R.R. told the court she was getting dressed and ready to leave for work when she said Buckland came up behind her and tried to kiss her. When she pushed him away and said she was busy, he pushed her face down on the bed. In an attempt to get out from under him after verbally telling him she did not want to have sex, R.R. said she slid down onto the floor between her bed and dresser.

That’s when he pinned her to the floor and put a hand to her throat, she said.

Straddling her and forcing her hands above her head, R.R. said Buckland then started trying to kiss her and take her clothes off. She said Buckland pulled her pants off and pushed her underwear aside and penetrated her with his penis.

“He raped me,” she said.

R.R. told the court the attack lasted for five to 10 minutes, but said she was scared. When he had finished, she said, he finally let her get up.

“I told him to never do that to me again,” said R.R., adding that Buckland became angry when she told him she felt assaulted.

R.R. said she put her clothes back on and left for work about 10 minutes later.

She told the court the relationship lasted a couple more weeks before she broke up with Buckland at a restaurant in the Barracks Road Shopping Center. She said he took the news badly and stormed off with the keys to her apartment.

R.R. said she then called 911 because she was scared of Buckland and what he might do.

Charlottesville Detective Declan Hickey, then a patrol officer, responded to the shopping center. Hickey told the court he found R.R. by her car, which was full of Buckland’s belongings she had intended to give back to him.

As they were speaking, Hickey told the court Buckland returned to the restaurant. Separating the two, Hickey and another officer spoke to each and managed to get R.R.’s keys back from Buckland and transfer Buckland’s belongings to his car.

After R.R. said she was afraid of Buckland, Hickey attempted to help her get a protective order against him. A magistrate refused to issue one that night, but she was able to get one a couple of days later.

About two weeks later, Hickey said, a representative from the Legal Aid Justice Center told him there had been reports of domestic violence and sexual assault between R.R. and Buckland. When Hickey called R.R., she said she had been assaulted but did not want to press charges at the time — she just wanted a protective order, he said.

In court, Judge Robert Downer Jr. certified the rape charge to a grand jury, which will meet Oct. 16. He also entered a protective order for R.R. against Buckland that will not expire until September 2019.

According to previous reporting, a search warrant filed in Staunton Circuit Court indicates Buckland is being investigated in the rape of a Mary Baldwin University student. Court records show that no charges have been filed in that case.

Buckland remains in jail. 

ROCKFORD, Ill. (WIFR) – An 18-year old man turns himself in after charges and a warrant for his arrest were authorized against him for sexual assault to a child.
The Rockford Police has been investigating a reported sexual assault incident to a child in the 2800 block of Kinsey Street for several months. Charges and a warrant for arrest were authorized for 18-year old Thomas Betrand of Machesney Park. Betrand turned himself in on September 13th.
Betrand is charged with aggravated criminal sexual abuse and held on $50,000 bond.

The state filed a first-degree sexual abuse charge against a California man.
Lorenzo D. Richey, 20, faces the felony charge for his accused actions on April 12 at a local motel. The state accuses him of having illicit sex with a minor for the purpose of gratifying himself. Richey is originally from Riverside, California.
The victim was examined at Children’s Mercy Hospital and diagnosed with injuries consistent with child sexual assault.
The case has been assigned to Associate Circuit Judge Rebecca Spencer with an arraignment at 8:15 a.m. Tuesday, Sept. 19. Bond has been set at $50,0000 cash only.
Richey is being held in the Buchanan County Jail in lieu of his posting the bond.
